Summary

Sources Sought for an enterprise-wide generic low-code application platform to replace DARPA's fragmented legacy applications, manual workflows, and siloed business data infrastructure. The platform must support approximately 2,200 internal users across four independent environments: publicly accessible unclassified (IL-2 SaaS), CUI (IL-4/5 SaaS with provisional authorization), and two disconnected classified on-premise environments. The solution must be tailorable to support comprehensive lifecycle workflows including employee management (recruitment to offboarding), contracts (solicitation to closeout), programs (idea to transition), records management, data handling (creation to AI training), IT requests, and task management. Required capabilities include fine-grained attribute-based access control for CRUD operations, bidirectional communication between IL-2 and IL-4/5 environments, comprehensive auditing accessible to DARPA cyber-security staff and CSSP activities, and existing provisional authorization. The anticipated five-year contract includes two years of implementation followed by three years of license costs only.
