Summary

Customs and Border Protection (CBP), Air and Marine Operations, is conducting market research to identify capable vendors for maintenance, support, and enhanced services for its C4I (Command, Control, Communications, Computers, and Intelligence) systems, including the Air and Marine Operations Surveillance System (AMOSS) and Intelligence, Surveillance, and Reconnaissance (ISR) systems. 
The requirement involves 24/7 support for hardware, software, databases, communications systems, and ISR integration across U.S. and international sites. Vendors must demonstrate capabilities in: 
  • Project management and staffing for C4I systems
  • Telecommunications (UHF/VHF, video teleconferencing, fiber transport, recording systems)
  • Systems maintenance and configuration management
  • Database administration (Oracle and others)
  • Cybersecurity engineering (STIG/NIST RMF compliance)
  • Engineering, integration, and enterprise architecture
  • Web development (internal/public platforms)
  • Logistics and asset management
  • Test facility support (on/off-site)
  • Satellite operations support (with FCC-licensed operators)

The potential contract duration is 66 months (if all options are exercised). Responses are limited to 10 pages and due via email to the contracting officer by September 3, 2025.
