Permitting Software

Request for Proposal for comprehensive permitting and plan review software solution for Fiscal Year 2027 (beginning July 1, 2026). The Town of Derry seeks a cloud-based, mobile-responsive platform to streamline land use applications, building permits, and life safety reviews while enhancing customer service. Key requirements include integration with Tyler ERP for payment processing, ArcGIS Online for mapping, OnPhase document management system via API, and migration from the current PermitEyes platform with historical data. The software must support PCI-compliant credit card processing (preferably Invoice Cloud), offline mobile functionality for field inspectors, real-time inspection results, contractor license validation with New Hampshire State, permit expiration warnings, and document uploads up to 500MB. Security features must include data encryption in transit and at rest, multi-factor authentication, audit trails, and comprehensive disaster recovery capabilities.
