Software Solution, Planning, Implementation, and Support Services for the Public Safety Communication and Data Sharing Application for the Harris County Sheriff's Office (Extended)

Request for Proposals for comprehensive software solution, planning, implementation, and support services for a public safety communication and data sharing application for the Harris County Sheriff's Office. The one-year contract beginning approximately January 1, 2026, encompasses application software development, internet/web/mobile application software, interoperable CBRNE communications equipment, emergency simultaneous communication systems (voice, email, text), incident management response services including patient tracking and responder credentialing, asset and inventory management, and security and safety consulting. A non-mandatory pre-proposal conference is scheduled for November 4, 2025, at 10:00 AM CDT via Microsoft Teams (RSVP required by October 31). The solution must comply with Harris County Universal Service Reference Architecture and minimum IT security vendor controls.
